
Sanju Arappoyil is a seasoned technology leader and Enterprise Architect with over 20 years of experience driving digital transformation and large-scale modernization across the Health & Human Services (HHS) and financial sectors. He has led strategic technology initiatives for state and federal agencies including CMS, and has architected platforms across New York, Nevada, Connecticut, and Maryland — enabling the migration of legacy government infrastructures to open-source, cloud-based, and no-code/low-code architectures on AWS, Azure, and Google Cloud.
As Enterprise Architect at MHBE, Sanju leads the technology side of the organization’s most critical initiatives, working in close collaboration with the CIO to drive innovation and modernization. MHBE has been a repeat CIO 100 honoree, with multiple award-winning initiatives recognized for technology excellence — most recently for developing and deploying an AI-based voice agent that is transforming how Marylanders access and navigate health insurance services. His expertise spans enterprise AI, large-scale data management, DevSecOps, and enterprise security, with a strong focus on compliance with federal and state regulations.
Sanju holds a Master’s degree in Cybersecurity and is a Certified Information Systems Security Professional (CISSP), bringing a rare combination of executive technology leadership, deep security expertise, and hands-on engineering skills to every initiative he leads.
