SVP & CIO DINE Brands

Justin Skelton is a transformational leader who has multi-industry technology leadership expertise.  He has served in senior and executive level IT roles at four, large publicly held organizations, including: Allstate Insurance (NYSE: ALL), Bank of America / Merrill Lynch (NYSE: BAC), CVS Health (NYSE: CVS) and currently Dine Brands Global (NYSE: DIN).  He also worked at the Auto Club Group (AAA) as Vice President and Chief Technology Officer and was an executive IT Consultant for XL Catlin Corporation, now AXA Insurance (OTCMKTS: AXAHY). During his lengthy career, he has successfully led teams through technology strategy development/modernization, mergers/acquisitions and divestitures and was a key member of the mortgage executive team during the financial crisis.

As Senior Vice President and Chief Information Officer for Dine Brands Global, Justin reports to the Chief Executive Officer and serves as a member of the executive team and regularly presents to the company’s Board.  In his current role, he is accountable for delivering technology solutions to the enterprise, which includes regional support centers and over 3,500 stores/restaurants domestically and internationally.  He is currently driving key digital and business intelligence programs that allow for alternate forms of revenue growth required due to the pandemic.  In addition, through his partnership with the company’s Chief Information Security Officer and review and sponsorship of Cyber Security Programs, the organization’s security risk profile is positioned well now and into the future.

Prior to joining Dine Brands Global, Justin was at CVS Health for three years, where he served as Vice President of Enterprise Technology.  In the role, he was responsible for transforming and modernizing the IT Infrastructure in support of the company’s critical processes, applications and IT functions. He also was part of the IT executive team that managed mergers/acquisitions to facilitate successful integrations through expense optimization and platform consolidations.

At XL Catlin, Justin was hired as an independent consultant to advise the Chief Platform Officer (IT and Operations) on IT strategy as well as guidance around technology optimization resulting from XL’s acquisition of Catlin.  During this time, he was also asked to look at technology trends in the Insurance Sector and how the company could begin adoption of these new technologies.

Justin performed in a variety of roles throughout his seven years at Bank of America.  Most notably, he functioned as Executive Vice President and Chief Information Officer for Balboa Insurance Company – a wholly owned subsidiary of BAC as well as IT lead for the combined Insurance services for the company.  During this time, Justin was part of the Insurance Business Executive Team.  Subsequently, he was promoted to SVP and CTO for the Home Loans and Insurance Division.

Serving a company’s needs for diversity and inclusion is a passion of his.  He has served on executive committees at both Bank of America and CVS Health related to this initiative.

Justin holds an MBA from the University of Illinois, Chicago Liautaud’s School of Management and a Bachelor’s degree from California State University, San Bernardino.  He also attended company-sponsored executive programs at the University of Michigan, Ross School of Management and strategic skills training at the US Military Academy at West Point, NY.
