Bianca Lochner, Ph.D., serves as the Chief Information Officer for the City of Scottsdale, Arizona, the #1 ranked digital city in the United States. Bianca is regarded for her ability to blend bold strategy with disciplined execution, ensuring new innovations are harnessed not only to streamline operations but to transform service delivery.
