
Anna Yankova is the CIO Support and PMO Specialist at the Maryland Health Benefit Exchange (MHBE), where she has served since 2017. A certified Project Management Professional (PMP), Anna brings extensive experience in information technology, project management, strategic planning, and organizational leadership within state government.
Anna earned an Executive MBA from the University of Maryland Robert H. Smith School of Business in 2022 and holds a Master of Arts in International Affairs from American University’s School of International Service. She also earned a Bachelor’s Degree in Languages and Translation from Odesa State University in Ukraine.
Prior to joining MHBE, Anna spent more than ten years in public service with the City of Baltimore and the State of Maryland. She served in the Mayor’s Office of Baltimore, managing programs supporting immigrant and refugee communities, workforce development, and language access initiatives. She later served as Director of International Affairs at the Maryland Secretary of State’s Office, where she managed international partnerships, diplomatic relations, Sister States programs, and global business collaboration initiatives while serving as the State’s diplomatic protocol officer.
At MHBE, Anna supports the Chief Information Officer in driving strategic initiatives, organizational planning, governance activities, executive communications, and cross-functional collaboration across the IT organization. She also manages IT projects and technology initiatives that support MHBE’s modernization efforts and operational goals.
In addition, Anna leads professional development, employee engagement, mentoring, staff recognition, and team-building programs that foster collaboration and a high-performing IT culture. She is passionate about leveraging innovation, artificial intelligence, and emerging technologies to improve government services and enhance the customer experience for Maryland residents.
Anna is fluent in English, Ukrainian, Russian, and French and is actively involved in professional, academic, and community organizations focused on leadership development, international affairs, and technology innovation.
